Congress Passes ATV Safety Legislation
According to the MIC, on July 31 Congress
passed comprehensive federal consumer safety legislation
including industry-supported ATV safety provisions.
The Consumer Product Safety Improvement
Act of 2008 (H.R. 4040) requires all ATVs imported or
distributed in the U.S. to comply with the SVIA-developed
ATV safety standard - American National Standard ANSI/SVIA
-1-2007 for four-wheeled ATVs, and requires ATV
manufacturers to comply with action plans regarding training
and other safety initiatives. Each ATV must bear a label
certifying such compliance. The legislation also prohibits
importation or distribution of new 3-wheeled ATVs until a
mandatory consumer product safety standard applicable to
3-wheeled ATVs is in effect.
The legislation also requires the
Government Accountability Office to conduct a study of the
utility, recreational and other benefits of ATVs and the
costs associated with ATV-related accidents and injuries.
The legislation has been sent to
President Bush, who is expected to sign it shortly.
